The state subsidy for Russian exports will be restarted in July

It is planned to start a state program aimed at support to the Russian export during the complicated epidemiological situation in July 2020. It is about the allocation of subsidies to industrial enterprises for certification of Russian goods abroad and bringing them into line with the target market requirements. This is reported by the Russian Export Center (JSC "REC"), which is the agent of the Government of the Russian Federation for administration of this support program.

Currently, the draft of the ordinance of the Government of the Russian Federation "On state support to organizations for partial compensation of costs associated with product certification in external markets" is undergoing the interdepartmental coordination. The mechanism assumes compensation of up to 80% of the exporter costs for certification of its products for sale in external markets and compensation of up to 50% to the manufacturers of products for alignment of the goods in compliance with the target market requirements . The amount of budgetary funds allocated for implementation of the initiative, which is administered by the Ministry of Industry and Trade of the Russian Federation, will be 450 million rubles.

One of the main recipients of the subsidies will be the organizations implementing the corporate programs aimed at the competitiveness improvement under support of the Ministry of Industry and Trade of Russia. It envisages the compensation of the costs incurred in current year and those paid no earlier in than the last six months of the previous year.

Subsidizing of certification abroad will speed up the entry of Russian high-tech products into foreign markets and reduce business costs, – such point of view was expressed by Vasily Osmakov, Deputy Head of the Ministry of Industry and Trade of Russia . He also noted that the national project "International Cooperation and Export" envisages the modernization of 36 reference laboratories, which test protocols will be accepted abroad. “In particular, the tests of Russian products with high export potential have already begun to combat the spread of COVID-19," Osmakov stated.
